Description and Results
Due to a change in national legislation in the environmental and planning sector, the existing territorial plans in Ukraine are outdated. Ukrainian territorial planning has so far lacked a systematic and comprehensive integration of nature conservation concerns. As part of the advisory assistance project "Landscape planning in the Ukraine“, a methodology for the creation of nature conservation planning contributions for the three relevant spatial-administrative levels oblast, rayon and municipality was developed by 2014.
The aim of this subsequent advisory assistance project was to test the possibilities of integrating ecological concerns and landscape planning approaches into regional territorial planning. The project team developed contents and methods, which were applied and tested in the territorial plan for the Cherkassy oblast, for which a landscape plan had been devised in the preceding project. Parallel to the creation of the territorial plan, it was also subject to an environmental assessment. In the respective environmental report the current environmental status and the potential environmental impacts of the plan including alternatives were described and assessed. In order to support the creation of similar plans in other regions of Ukraine, a planning guide (handbook) for regions with illustrative examples from the model area was published. The comprehensive documentation of the consultations and the final workshop in Kiev, which was attended by representatives from ministries, administration as well as from science and planning practice in Ukraine, completed the advisory services.
