Description and Results

As a consequence of the Association Agreement between Ukraine and the European Union, Ukrainian legislation demands that nature conservation issues have to be given greater consideration in territorial planning. For the highest administrative level (oblast) following the national level, appropriate planning methods have been developed, tested and made available as a guideline until 2017 within the previous advisory assistance project "Integration of ecological concerns in the territorial planning of Ukraine". In the meantime, smaller communities have been combined to new larger administrative units on a voluntary basis. This has led to a shift in planning responsibilities, which must be addressed in terms of content, methodology and administration.

Against this background, the aim of this advisory assistance project was to apply and test the planning contents and methods developed for the regional level in the aforementioned preceding project for the newly created administrative unit. For this purpose, a knowledge transfer took place through continuous consultation of the three Ukrainian partner institutes by TU Berlin. For a model area a territorial plan including nature conservation issues was developed. Parallel to this, possible effects of territorial planning measures on the environment were assessed and depicted in the form of an environmental report. It can serve as a basis for a later formal execution of a Strategic Environmental Assessment by the responsible Ukrainian authorities. The project results supplement the planning guidelines for the regional level provided by a handbook, which had been prepared in the previous project. Among other purposes, the newly developed handbook serves the dissemination of the project results.
